Virginia House approves bill recognizing life begins at conception

RICHMOND, Virginia, February 14, 2012 (LifeSiteNews.com) – The Republican-led Virginia House of Delegates passed a bill today, by a vote of 66 to 32, which states that unborn children “at every stage of development,” that is, from the moment of conception, are considered persons – although the sponsor of the bill says it will not directly affect abortion access in the state.

, introduced by outspokenly pro-life Delegate Bob Marshall (R-Prince William), provides that, “unborn children at every stage of development enjoy all the rights, privileges, and immunities available to other persons, citizens, and residents of the commonwealth, subject only to the laws and constitutions of Virginia and the United States, precedents of the United States Supreme Court, and provisions to the contrary in the statutes of the commonwealth.”

Opponents of the bill claim that such legislation would affect access to artificial contraception and abortion, with House Democrats issuing a media release saying the bill would open “families and doctors to a wide variety of criminal and civil lawsuits for health care decisions not only in cases of unwanted pregnancies, but every pregnancy and even miscarriage.”

Women are “rightfully concerned about their continued access to all forms of contraception if this bill is passed,” said Del. Eileen Filler-Corn, D-Fairfax in a Fredericksburg.com report. “Let’s not move the commonwealth back to the days when contraception was not easily accessible.”

“To claim using birth control will get you in trouble with this statue is simply false,’’ Marshall responded, according to theWashington Post. “It does not have the affect of criminalizing birth control. This does not directly affect abortion.’’

Marshall pointed to similar legislation in Missouri, where the concerns listed by critics haven’t materialized.

“It’s been alleged by the pro-abortion or pro-choice or whatever folks, that this has every bad consequence in the world,” Marshall said. “The opponents of this type of legislation… have had 20 years to find one bogeyman in the closet.”

“HB 1 recognizes that human life begins at conception and also declares that unborn children and their parents have protectable legal interests,” Marshall said in a press release.

“The immediate effect of HB 1 will be to create a civil cause of action for the wrongful death of an unborn child to enable parents to sue a third party for damages if he or she wrongfully causes the death of their unborn baby either through assault or negligence. This cause of action already exists in the majority of states and is a natural complement to Virginia’s fetal homicide law. But Virginia does not allow civil legal recourse if the baby is not ‘born alive.’  My bill will correct this, while acknowledging the humanity of the preborn child.”

“The legal effect here is [if] a pregnant woman is driving in an intersection and someone runs into her, she can sue for loss of a child,” Marshall said. “Under the current code, a mother cannot do that. [The bill] has no direct legal effect on abortion or birth control.”

Similar personhood legislation introduced by Marshall in 2007 failed to pass in the House. In 2011 the bill passed in the House but was quashed by the pro-abortion Democrats in the Senate.

The bill now heads to the Virginia Senate where it reportedly faces a more difficult battle.

    The truth behind abortion has touched my life in a very real way for I have had three. One after I had gotten saved and I regret them to this day. There are very real consequences that are so far reaching that most people truly don’t understand. The Lord warned me in a dream of what was to happen to me many months before it happened and at the time I didn’t understand it. I woke up scared and disgusted from that dream because it directly affected my physical beauty. Months later the Lord used the nurse at the abortion clinic to try and dissuade me from going through with it but I let personnal fear be my guide rather than trusting in the Lord. About a month later it came to pass exactly as the Lord showed me it would in that dream and the wages for my sin began to manifest in my flesh. I was crushed and immediately understood that the Lord in His awesome mercy had given me a warning of what was to come almost 6 months before it happened. I was comforted only by the fact that at the end of the dream my body was restored so I knew that this affliction was temporary. It amazes me that the Lord used this situation to deal with my vanity as well and make me a more humble person.That affliction ravaged my flesh for 4 years as a physical reminder of what I had done and even though my flesh has since healed, the emotional scars from the knowledge of what I have done still haunt me sometimes. I often have to remind myself that Jesus loves me and has forgiven me. I often speak scripture into my life to fight off, for lack of a better phrase, the guilt that tries to re-trap me in bondage. The Lord God has changed my life completely and continues to instruct, guide and correct me and I am extremely grateful for His presence in my life. If anyone knows of church in the Houston, Tx area that is true to God and the correct teaching of His holy word please let me know the name of it, I would appreciate it immensely.

    Praise GOD ALMIGHTY!!! I absolutely love this news! I thank GOD for allowing us to be knowledgable about the demons behind abortion. I’m also thankful just to be able to pray against them. Min. Will Ford is an excellent teacher on this subject, and I thank GOD for you all producing the Truth Behind Abortion. We who truly stand against abortion, as well as all other sin and abominations, PRAY AND TAKE ACTION! I am in 100% agreement with you Roberto. GOD Bless

    Richmond VA is a stronghold for Planned Parenthood so this is good and an appropriate target for prayer for the saints.

    If you read your Bible you know the # 1 sin God talks about the most is idolatry. The # 2? Abortion.

    But yet folks still voted for Obama. If you voted for Barry Soetoro you better repent and not even let the thought of voting for him again enter your mind……

    This is great news but we are still so far away from complete victory. People of God, please let us keep our focus on what the Word of God is telling us to do. And please, don’t hesitate to pray for ALL of our leaders, including the President of the USA. We must always remember that the prayers of the righteous availeth MUCH….
